A site can pass a WCAG audit while linking to dozens of inaccessible PDFs — terms of service, product manuals, annual reports, brochures. EU regulators (and EN 301 549 clause 10) treat those documents as part of the same accessibility obligation. Why this matters

A site is only as accessible as the documents it links to

EN 301 549 clause 10 covers non-web documents. EAA Annex I treats PDFs hosted on covered services as part of the service. EU public-sector accessibility law (Web Accessibility Directive) explicitly includes documents. Inaccessible PDFs are routinely the largest accessibility gap in agency portfolios — and the one most easily missed in a website-only audit.

PDF tagging + remediation

Add proper tag tree, reading order, table headers, alt text on figures, list markup, language, document properties. Output is a fully tagged PDF that passes Adobe Acrobat’s built-in checker plus PAC 2024 (the gold-standard PDF/UA validator).

Word / DOCX accessibility

Heading styles, alt text on images, table headers, language attributes, alt text on equations and SmartArt, accessible hyperlinks. Output is a Word document that exports to accessible PDF cleanly via Save As PDF.

Excel / XLSX accessibility

Sheet titles, table headers, alt text on charts, named ranges for navigation, accessible cell formatting. Output is an Excel workbook that screen-reader users can navigate with Insert+F7 (NVDA / JAWS table navigation).

PowerPoint / PPTX accessibility

Slide titles, reading order on each slide, alt text on images and decorative elements, accessible templates, language attributes. Output is a PPTX that exports to accessible PDF and presents accessibly through PowerPoint live captions.

How it works

From inventory to accessible re-publish

Three-step engagement. Pricing on a per-document basis for small batches, or as a portfolio bundle for ongoing work (typical for public-sector clients or large e-commerce catalogues).

Inventory

We crawl the site and produce a list of every linked PDF/Word/Excel/PPT, with current accessibility-pass status flagged. Inventory is free as part of the audit-bundle engagement, or 99 € standalone for portfolios over 50 documents.

Triage + quote

Each document gets a severity flag based on visibility (homepage-linked, footer-linked, deep-linked) and remediation difficulty (simple text PDF vs scanned image PDF). We quote per-document or bundle pricing depending on volume.

Remediate + deliver

Documents tagged, remediated, validated against PAC 2024 + Adobe checker, and returned. Delivery includes a remediation log per document showing what changed. For very large portfolios we deliver in batches with a weekly report.

FAQ

What does this cost?

Per-document pricing typically runs 60 to 250 € depending on complexity (simple text PDF vs document with tables, images, and forms). Portfolio bundles for 50+ documents come with a meaningful discount. Email office@accessiproof.com with the inventory and we’ll quote.

Do you do the original document design?

No. We remediate existing documents — your design team or content team produces the originals. If you need accessible-by-design templates set up so future documents are accessible from creation, that’s a separate consulting engagement (small, typically a one-time half-day).

What about scanned image-only PDFs?

Image-only PDFs need OCR (optical character recognition) before tagging. We can do this — but the cost is higher because the OCR output needs significant human review for accuracy. We flag image-only PDFs in the inventory step so you can decide whether to remediate or replace with a born-accessible alternative.

How does this work alongside the website audit?

Most agencies start with the website audit, then run document remediation on the PDFs that audit identified as inaccessible. Combined deliverable: site audit + linked-document remediation in one engagement, mapped to EN 301 549 clauses 9 and 10 together.
